The Cebu provincial properties portfolio is being positioned for new investment and development opportunities as the Cebu Provincial Government seeks private-sector partners for government-owned assets across the province.
The initiative involves potential public-private partnerships (PPP) and joint venture agreements for properties in strategic locations, including Sudlon in Barangay Lahug, Cebu IT Park, M.J. Cuenco Avenue, Larsian, Naga City and Pinamungajan. The provincial government says the goal is to unlock the economic potential of these properties while creating employment and spreading development beyond Metro Cebu.
Cebu Opens Provincial Properties to Private Investment
According to Paulo Uy of the Cebu Provincial Investment and Promotions Office, the provincial government is open to proposals from businesses and investors interested in developing provincial assets.
Rather than limiting investment activity to conventional property sales, the province is looking at partnership arrangements that can allow private companies to participate in the development and management of selected government-owned properties.
The approach provides a potential avenue for private capital to participate in projects while allowing the province to retain a role in the development of its assets.
Naga City Could Become a Major Development Area
One of the most significant projects highlighted by the provincial government is a proposed 45-hectare infrastructure estate in Balili, Naga City.
The planned development is being pursued through a partnership between the Cebu Provincial Government and MTD Philippines Inc. It is envisioned as a multi-component development that could include a satellite provincial government center, sports and economic hub, food security facilities, fish port and fish market facilities, renewable energy infrastructure and transport terminals.
The project could also create substantial employment during construction. Provincial investment officials estimate that construction could employ between 5,000 and 8,000 workers, while the completed development could support tourism and economic activities benefiting up to 250,000 people. These figures are projections cited by the provincial government and are not guarantees of future employment or economic impact.
For Naga, a development of this scale could strengthen the city’s role as an economic center in southern Cebu.
The Province Wants More Economic Activity Outside Metro Cebu
The proposed developments reflect a broader objective of distributing economic opportunities across Cebu.
Provincial investment officials have pointed to the potential for developments in areas such as Naga and other municipalities to bring employment closer to communities. This could reduce the need for workers to travel long distances toward the most congested parts of Metro Cebu for employment.
From a real estate perspective, this type of decentralization can be significant.
When employment and commercial activity move closer to provincial communities, demand for housing, retail, services, transportation and other supporting businesses can also emerge around those economic centers.
The actual impact, however, will depend on whether proposed projects are implemented, how infrastructure develops around them and how quickly businesses establish operations.
Larsian Could See a New Development Model
The provincial government is also exploring a PPP arrangement for Larsian, the province-owned food hub in Cebu City.
A private proponent has reportedly submitted a letter of intent to participate in the development and management of the facility. The initiative is intended to improve Larsian as a tourism and dining destination while also maximizing the revenue potential of the provincial asset.
Larsian is already an established destination, giving this potential partnership a different development profile from the large undeveloped or infrastructure-oriented sites being considered elsewhere in the province.
Its potential redevelopment demonstrates how PPP arrangements can be applied not only to large economic estates, but also to existing public properties with tourism and commercial potential.
Cebu IT Park and Other Strategic Sites Are Also Being Considered
The list of potential investment properties includes locations within or near established urban and commercial areas.
These include Cebu IT Park, M.J. Cuenco Avenue and Sudlon in Barangay Lahug, as well as properties in Naga City and Pinamungajan.
The locations represent different types of development opportunities.
Urban properties can potentially support commercial, institutional or mixed-use activity, while larger provincial sites may be better suited to economic estates, infrastructure or developments that require more land.
For investors, the location and permitted use of each property would therefore be important factors in determining whether a particular site fits a proposed development concept.
Energy and Industry Could Support Provincial Growth
The provincial government is also pointing to developments outside traditional Metro Cebu real estate as potential economic catalysts.
One example is the revival of oil and gas production in Alegria, where an Indonesian-backed company secured a new service contract from the national government to take over operations of the Alegria oil field.
Department of Energy data cited by The Freeman estimate that the field contains 27.93 million barrels of oil in place, with approximately 3.35 million barrels considered recoverable, along with an estimated 6.6 billion cubic feet of natural gas reserves.
While energy development is distinct from conventional real estate, new industrial and economic activity can influence surrounding communities by creating jobs and demand for supporting services.
What More Provincial Investment Could Mean for Cebu Real Estate
The development of Cebu provincial properties could have effects beyond the individual government-owned sites involved.
Large projects can create employment, attract businesses and increase demand for supporting services. Over time, this can contribute to the growth of surrounding communities.
For real estate, that can mean potential demand for residential properties, commercial spaces, retail establishments and other services near emerging employment centers.
However, these effects should be viewed as potential outcomes, not guaranteed results. The properties identified by the province are at different stages of planning and partnership development, and their eventual impact will depend on project approvals, investment commitments, infrastructure and implementation.
Why the Development of Provincial Areas Matters
Cebu’s economic activity has historically been concentrated heavily around Metro Cebu, but the province includes numerous municipalities with land, resources and communities that can support additional economic activity.
The provincial government’s current investment initiative reflects an effort to use government-owned properties as part of that wider development strategy.
If major projects are successfully implemented outside the core urban areas, they could create additional economic centers across Cebu rather than concentrating employment and business activity in a limited number of locations.
For property buyers, investors and businesses, these emerging areas are therefore worth watching alongside the more established markets of Cebu City, Mandaue City and the rest of Metro Cebu.
